The arrangement of the Qur’anic chapters is not related to the time in which they were revealed. There are 3 opinions about this among the scholars.
The first opinion says it is divinely from the Prophet Muhammad PBUH.
According to the second opinion, it was the companions’ effort to place long chapters at the mi’in (those with one hundred or more verses), followed by al-mathani (those with fewer than one hundred verses), and finally al-mufassal, which are short chapters. The mufassal itself contains both long and moderate chapters, as well as short chapters. This arrangement was agreed upon by the companions.
According to the third opinion, the Prophet PBUH arranged some chapters divinely, while others were arranged through the companions’ efforts. This is the preferred view of most scholars.
